CARTAGENA PORT`S INFORMATION

OPERATIONAL GUIDE FOR VESSELS ARRIVING AT CARTAGENA


Location The Port of Cartagena is located inside the bay of Cartagena, at the north coast of Colombia, Lat 10 19' N; Long 75 35' W. Pilot station is located at Bocachica entrance channel. B.A Chart No. 2434


Bocachica Entrande Channel Draft:37 feet 06 inches S.W. at the Navigation Channel. 45 feet S.W. at the Alternate Colonial Channel. Note: Vessels entering though the Alternate Colonial Channel must be assisted by 3 (Three) tugboats and 2 (two) pilots, the maneuvers are subject to previous authorization from the harbor master office, and restricted to early morning hours.


Pilot assistance: Pilot assistance is compulsory for entering and sailing from Cartagena Bay, as well as for shifting between berths. Pilots board vessels at the proximity of the Sea Buoy, 24/7 service maintained. Pilots contactable through marine VHF CH16/11.

Tug Assistance at piers is compulsory for all vessels over DWT 2000 MT.

Services Avalaible: Bunkers, Fresh Water, Provisions, Workshop Repairs, Dry-docks up to 3,600 DWT, Security Services (Watchmen), Class and various Inspections.

GENERAL CARGO, BULK AND CONTAINER TERMINALS

SPRC / Sociedad Portuaria Regional de Cartagena:
The Container Terminal has an infrastructure that allows service to 5.000 TEU vessels and a capacity to handle a total throughput of 1.200.000 TEUs/year. Offers maritime services to container, general cargo and cruise passenger vessels as well.

Cruise Ships: Since port privatization in December 1993 the marketing and promotion efforts have shown a significant growth from 30.000 passenger disembarked in 1993 to 200.000 in year 2000 and with an estimate for year 2005 of 800,000 arriving passengers. Cartagena de Indias offers a great development potential thanks to its location in the Caribbean and because of the historical and cultural attractiveness.


• The Cruise Ship Terminal is located in a bay of safe waters, 45' deep, with all year natural protection and tropical sunny weather.

- ECOPETROL NESTOR PINEDA TERMINAL / TNP
Isolated loading platform for Oil Tankers, connected to the shore by 7 submarine pipelines, 3 breasting dolphins, and 2 mooring dolphins. These facilities are used for receiving crude oil and shipping fuel oil and Aromatics (Benzenes and Xylenes).

Located 7 Miles south of the City of Cartagena. "T" type loading platform with trestle connection to shore, 4 Breasting dolphins and 2 mooring dolphins. These facilities are used for receiving Crude Oil, Gas Oil and White Products and Loading Refined products, Anhydrous Ammonia and spent caustic.

1. Minimum 5 tons SWL Derrick, required on starboard side. 1x8", ANSI 150, connections on starboard side.
2. Combination of pilot and accommodation ladder rigged on starboard side, 2ft above the water.
3. Stand by Channel 16 VHF.


* ECOPETROL LPG/LNG PIER
It is a Short Jetty, length 50 meters with pipe gantry and dolphin each end connected by catwalk. Ships with long "B.O.T. type" can be landed on the jetty. Generally two small tugs are used. The berth is approached from the south and port anchor is let go off the berth. Vessel eventually had 5 shackles in water. Jetty handles propane and butane outward / inward.

• Note: Draft restriction subject to the position of ship's manifold, in specific cases loading master will determine if the ship is able to berth at the terminal.
• Connection System is a bridle of 6in diameter and ANSI 300.
• The distance between the bridle and the external part of the pier is 6.0m
• Depth at Platform is 6.0m
• Propane and Butane handled through 6in line and 6in flexible hose
• Loading rate 1800 bph
• Nature of Bottom:Mud
• Mooring and unmooring is possible day and night
• Vessel in ballast shall not have greater than 4ft trim difference between the fore and after draft.
• Pilot requirements in this connection under normal weather conditions are interpreted as drawing approx 14ft forward and 18ft aft.
• No vapor line
• No Nitrogen purging
• Shore labor connect. Can take up to 1.5 hours to connect/disconnect
• Bill of lading on ship's tanks

NOTE: Ecopetrol requires that all vessels loading or unloading at their terminal comply with the following regulations:

a. Tankers must arrive in port with derricks rigged and mooring lines on deck.

b. During the time the tanker is at the platform a sufficient number of the ship's crew must be on duty to properly attend the mooring and hose lines; so that necessary changes can be promptly made.

c. The tanker must furnish one member of the crew to operate the ship's winch, which operation, however, is to be under the direction of the loading master.

d. The tanker's crew must handle all ship's valves

e. The ship's officers must follow the instructions, in all respects, from the loading master as to all the signals to be given to the shore loading stations. When the tanker is about to be loaded, a "stand-by" signal is to be given. The "slow-down" signal must be given at least 5 minutes before the "shut-down" signal.

f. in order to facilitate the above, the crew should be on deck immediately following the "stand-by" signal and preparations must start to un-berth the ship on completion.

g. No ship will be berthed except under sole direction of the mooring master.

h. While the ship is berthed, the propellers must not be moved; engines shall be ready for immediate use and steam, or power must be available to work winches and windlasses to meet emergencies at all times.

i. All instructions from the loading master, whether contained in these regulations or not, must be followed by the ship's officers and if not, all operations will be discontinued and if necessary, the ship removed from the loading berth until such time as the ship's officers comply with orders of the loading master

j. No maintenance, or repair to the ship, such as welding, or any other hot work will be undertaken, while at the berth and which will endanger the safety of the installations, or equipment, owned by Ecopetrol.

k. When loading/unloading operations are complete, the crew shall endeavor toward clearing the facilities in the shortest period of time possible.
